DISUR Seeks Nominations for Proposal Review Panelist
Get involved in economic development and improve environmental and human health conditions in South Puerto Rico!
Desarrollo Integral del Sur, Inc. (DISUR) seeks nominations for proposal review panelists who will volunteer their time and expertise to help DISUR select the most qualified personnel to work on our EPA-sponsored Brownfields Area-wide Planning Project for the Industrial Corridor of Peñuelas and Guayanilla.
The fundamental purpose of the evaluation process is to score the proposals in order to make decisions about the use of EPA funds in contracting personnel for the project.

How Much Time does this Advisory Service Take?
Total commitment is approximately 8 hours total over a two-week period.
March 2 - March 7 (6-hour commitment)
Independent review of proposals, review and score proposals independently.
March 9, after 4:30 p.m. (2-hour commitment)
Panel meeting convenes to discuss and select top three ranking proposals
Volunteer Panelist Profile
Nominees should be at least eighteen years of age, should be able to read both Spanish and English, live in South Puerto Rico and have experience in one or more of the following areas:
- Public relations and communications campaigns
- Land-use planning, architecture or environmental engineering
- Economic development ventures and/or initiatives
- Community-based organizing projects
- Previous involvement in environmental issues
In addition to having outstanding knowledge and professional qualifications in one or more of the above mentioned area, the volunteer panelist should have the ability to work well in a group. DISUR looks for panelists who are willing to commit time and energy to the proposal review process and who exhibit sensitivity in making constructive critical judgments. To help reflect the diversity of the region, DISUR considers gender, geographic representation, and experience when appointing panelists. DISUR also seeks a balance among public, academic and private sectors, as well as community organizations, in the creation of its review panels.
What is DISUR?
Desarrollo Integral del Sur (DISUR), Inc. is a non-profit corporation organized under the laws of Puerto Rico since June 6, 2006. Its strategic intention is to promote and maximize the competitiveness and sustainable development of the South Region of Puerto Rico, integrating efforts and resources from the Public, Private, and Academic sectors, as well as area residents and communities.
Our goal: Achieve a better quality of life for all.
What about conflicts of Interest?
DISUR has specific conflict of interest guidelines. These guidelines are announced and followed at all panel meetings. Panelists are required to declare any conflict of interest prior to any discussion. Declaring a conflict may not mean that a panelist cannot serve: it may mean that the panelist must leave the room during the time that proposal is being discussed, and may not vote on that proposal. No panelist may serve on a panel in which he or she has an application pending or is an employee or governing board member of the applicant being reviewed.
Conflict of interest include:
- Receiving direct financial benefit from an applicant or a project being reviewed;
- Serving with or without pay as a consultant to an applicant on the application being review:
- Familial relationship with an applicant, staff or board member of an applicant organization.
Panelists who feel unduly biased or have a personal affiliation with an applicant are expected to declare an apparent conflict of interest. Apparent conflicts of interest include non-familial cohabitants, as well as significant adversarial or advocacy relationships in which a panelist's impartial judgment may be impaired.
