DISUR's Staff
The staff at DISUR includes professionals with experience in planning, communications, and statistics. Our team is composed of the following people:
Carlos Maldonado Piris – Executive Director
Mr. Maldonado manages the day-to-day operations of DISUR and also develops academic and administrative strategies for the University of Turabo, Ponce Campus. He has extensive experience managing budgets and supervising staffs and programs in the academic, non-profit and financial sector, where he previously managed budgets and staffs in investments and banking industries. He holds a Master Degree in Business Administration and a Bachelor Degree in Business Administration from the Pontifical Catholic University of Puerto Rico. He is an ASQ Quality Improvement Associate.
David Southgate – Project Manager and Communications Experience
David Southgate is a bilingual, (English/Spanish) certified Project Manager with extensive experience in non-profit, socio-economic development agencies and business startups. His entrepreneurial background led him to manage an Environmental Protection Agency (EPA) Area-wide Brownfields Planning Pilot for Desarrollo Integral del Sur (DISUR), planning the revitalization of a 3,500-acre former petrochemical zone along the Caribbean Coast of Puerto Rico. There, he is responsible for overall project success, planning and scheduling, scope management, recruitment, supervision, community and collaborator engagement, media relations, federal compliance management enforcement, and grant writing, as well as communication between EPA, the grant recipient and C-Level Stakeholders.
He is a former small business owner and was previously General Manager at San Juan-based Casiano Communications. In 2001, he relocated to Puerto Rico after a successful career at Minneapolis and New York-based dot-coms and nationally prominent non-profit arts corporations.
He is a Director on the Ponce-based Workforce Investment Board (WIA), member of the Project Management Institute, and a former Director of the Chamber of Commerce of South Puerto Rico. He possesses a B.A. in Journalism from the University of Minnesota and is a published journalist at CNET, Internet.com, CIO Update, and Datamation. He
presently lives in Ponce, Puerto Rico.
Frances M. Pomar Diez – Public Relations and Communications Director
Ms. Pomar is a communications professional with cross-functional experience in Public Relations, Corporate Image, Marketing, Community Relations, Corporate Affairs and Corporate Social Responsibility. She has worked in private and non-profit sectors and has the ability to integrate interests and perceptions of stakeholders with business mission and strategy. She has experience in the creation of alliances or partnerships with organizations within the public, private, academic and non-profit sectors. Frances has a Bachelor Degree in Industrial Management from the University of Puerto Rico, Mayaguez Campus and a Master Degree in Business Administration from the University of Phoenix. Frances is a member of the Executive Committee of the Local Board of the Workforce Investment Act (WIA), and presides the Communications Committee of the Ponce World Day.
María Mercedes Rivera Grau - Planner-Charrette Coordinator-Community Relations
Mrs. Rivera is presently a Land Reuse Planner in the EPA-sponsored Are-wide Brownfield Planning Pilot Program. Previously she offered design services and coordinated charrettes for an architecture and urban planning student led team that responded effectively to requests for planning and design services from neighborhood groups, community organizations, and the UW-Milwakee community overall. She worked in numerous and diverse projects where she offered her capacity as an architect and planner, and believes in bringing positive physical change in areas that have insufficient access to design and planning services. She possesses a Bachelor Degree in Architectural Studies (B.S.A.S.) and a Master Degree in Architecture (M. Arch), together with a specialized graduate certificate in Ecological Design, obtained at the School of Architecture and Urban Planning (SARUP) at the University of Wisconsin, Milwakee. Mrs. Rivera is a member of the American Institute of Architects (Assoc. AIA) and the College of Architects and Lanscape Architects of Puerto Rico (AIT CAAPPR, Spanish acronym).
Juan Carlos Feliciano Rodríguez – Planner-Charette Coordination – Community Relations
Mr. Feliciano is presently a Land Reuse Planner in the EPA sponsored Area-wide Brownfield Planning Pilot Program. He has offered his capacity as an architect and planner in numerous and diverse projects by providing, upon request, design and planning services, education, and training to underserved non-profit groups in Wisconsin's southeastern region, whose goals where the revitalization and improvements of diverse areas of existing infrastructure and urban areas. He believes in bringing positive physical change in areas that have insufficient access to design and plannning services. His body of work and research include the design, urban planning, and environmental remediation analysis of a large Brownfield warehouse building located within a heavy industrial urban block in a low-income community in Milwakee, WI. He possesses a Bachelor Degree in Architectural Studies (B.S.A.S.) and a Master Degree in Architecture (M. Arch), together with a specialized graduate certificate in Ecological Design, obtained at the School of Architecture and Urban Planning (SARUP) at the University of Wisconsin, Milwakee. Mr. Feliciano is a member of the American Institute of Architects (Assoc. AIA) and the College of Architects and Landscape Architects of Puerto Rico (AIT CAAPPR, Spanish acronym)
