PR#127 Project Report

Introduction – Area-wide Brownfields Planning Pilot Project for Guayanilla and Penuelas

PR#127 por Antonio Martorrell

PR#127- Guayanilla-Peñuelas: “From Scrap the Future is Born” was born with a grant from the United States Environmental Protection Agency (EPA).  EPA granted Desarrollo Integral del Sur, Inc. (DISUR) $175,000 as part of EPA's Area-wide Brownfields Planning Pilot Program, directed towards Brownfields impacted communities in the U.S. and Puerto Rico. DISUR is one of 23 organizations in the U.S. chosen to complete the EPA Brownfield Area-wide Planning Pilot Program. DISUR's project collaborators include the municipalities of Penuelas, Guayanilla, and Ponce; the Puerto Rico Environmental Quality Board, and impacted communities in the Brownfield planning area.

The funds will be used for planning the evaluation, cleanup and rehabilitation of the former Petro Chemical lands along Puerto Rico Road 127, some 3,500 acres that commpose nine neighborhoods in the rural municipalities of Peñuelas a Guayanillla. These communities are: Playa, Rufina, Magas, Indios, Boca and Cedro in Guayanilla and Encarnación, Tallaboa Poniente, and Tallaboa Saliente in Peñuelas. This plan will open the way for a new phase of development that holds promise for the well being of the area resident and a positive future for economic development of the zone. The project will be completed in December of 2012 with a reuse plan an next step, all of which will be presented to the community.
