REQUEST FOR QUALIFICATIONS AND COST PROPOSALS
Desarrollo Integral del Sur, Inc. (DISUR) has been awarded federal funds through the United States Environmental Agency (EPA) to carry out a Brownfield Area-Wide Planning Pilot Program for sites suspected of containing hazardous substances in the 3,000 to 3,500 acre industrial corridor along Puerto Rico Highway 127 in the Municipalities of Peñuelas and Guayanilla.
DISUR is now requesting Qualification and Cost Proposals from Land Use Planning professionals and teams with Brownfields experience to provide assistance with this project. The intent of this request is to provide a basis for the comparison of consultants that are qualified and able to provide specific services.
The services sought include:
- Community Involvement Opportunities (outreach, meetings, visioning sessions, etc.);
- Creation of basic GIS Brownfields Overlay (not land surveys);
- Initial Prioritization of Brownfields Sites for assessment, cleanup and reuse;
- Report on Community Impact of Abatement;
- Report on Environmental Assessment & Future Implementation Strategy; Identification of Existing Infrastructure on priority brownfields sites;
- Gap Analysis between envisioned reuses and existing infrastructure; Preliminary Investment Estimate for new required infrastructure, based on envisioned cleanup and reuse;
- Draft Area-Wide Plan for the Brownfields-impacted area (including community involvement opportunities to comment on draft plan);
- and the Final Brownfields Area-Wide Plan.

Qualifications and Cost Proposals must be received in the Offices of DISUR, 742 Avenida Tito Castro, Suite 103, Ponce, Puerto Rico 00716 no later than 4:00 p.m. on March 1, 2011.
All qualified applicants will receive consideration without regard to race, color, religion, sex, or national origin.
